U.S. Customs & Border Protection
U.S. Customs & Border Protection (CBP) at KTUL proudly serves our general aviation community M-F 8:30am-3:30pm. Currently you may submit overtime requests (RSP) to use our FBO through Universal Weather, but it is not guaranteed, and subject to staffing availability. CBP agents are authorized to process passengers, aircraft, and regulated garbage at our FBO.
The pilot in command (PIC) must ensure a proper filling (Part 91 or Part 135) of an eAPIS is submitted along with a general declarations form (GENDEC). Once the reports are generated you may email them to tulsokpoe@cbp.dhs.gov You then need to call the local CBP office to request your outbound clearance. If you are requesting inbound clearance you must request 1. Landing Rights, 2. Passenger/Crew Clearance, and 3. Regulated Garbage before you leave your departure airport. If you are traveling from the Caribbean or Latin/South America non-stop, ensure you have an over flight exemption (OE) number in place to aid in your expedited arrival into Tulsa.
